Why is a specific cut out of stock?:
If a cut is out of stock on all of the sets, then the cut out doesnt exist yet, and its a place holder for when i release the cut

Can i have multiple cuts on the multi set?
No,  the multi set is just to make getting CX and BX cheaper
if you want multiple UX cuts, you would need to buy multiple 3pcs sets with each additional cut
